A Designated Office (DO) or the Executive Committee may develop
standard mitigative measures that can be applied to a class of
projects or to projects located within a geographic area. In addition,
the Executive Committee may also develop standard mitigative measures
that apply to existing projects.
When developing such measures, both the DO and the Executive
Committee must provide opportunities for public participation.
If any conflicts arise between standard mitigative measures developed
by the Executive Committee and those developed by a DO, the measures
set out by the Executive Committee would prevail.
YESAB recognizes the potential value of standard mitigative measures
for proponents, assessors and interveners, as well as for regulators
and those responsible for enforcement during project operations.
YESAB anticipates facilitating the development of standard mitigative
measures in two ways.
- Proponents and those organizations that represent various
industry sectors are the most knowledgeable about current practices,
both in terms of best practices and operational realities when
conducting their business in the Yukon. These groups are in
the best position to develop a best practices document which
is appropriate and relevant for their industry. YESAB will be
providing guidance for groups that are interested in developing
an activity-based best practices document for their sector.
- YESAB plans on reviewing existing best practices documentation
for both the Yukon and other jurisdictions to become familiar
with options and opportunities for mitigation.
