There are three types of project assessments
under YESAA:
- Designated Office
(DO) Evaluation – The majority of assessments will be
done in community-based offices located in Dawson City, Haines
Junction, Mayo, Teslin,
Watson
Lake and Whitehorse. To see our DO Rules, click on the Rules link on the left side of this page.
- Executive Committee
Screening – Members of the three-person Executive Committee
of the Board will assess larger projects that come to it directly,
or are referred by a Designated Office. To see our Executive Committee Rules, click on the Rules link on the left side of this page.
- Panel of the Board Review
- In some cases, Panels of the Board will be established to
assess projects. This will occur when the projects have potential
significant adverse effects, are likely to cause significant
public concern, involve the use of new or controversial technology,
or when other types of YESAA assessment bodies have been unable
to come to a recommendation. The composition of Panels depends
upon the location of the effects of a project. To see our draft Panel Rules, click on the Rules link on the left side of this page.
Once assessments are complete, recommendations are forwarded
to a Decision Body or Bodies.
The recommendations will be one of the
following:
- The project will not have significant adverse effects and
should proceed.
- The project will have significant adverse effects that cannot
be mitigated and should not proceed.
- The project should proceed with terms and conditions that
will mitigate the effects.
- The project should be assessed at a higher level. (Note: This
can only occur when the assessment was done at the DO or Executive
Committee level.)
In
some cases, assessments may also recommend Project Audits or Effects
Monitoring.
The federal government, territorial government or First Nation
governments, as potential Decision
Bodies for the activities, will receive all relevant project
information and decide whether to accept, reject or vary the recommendations
of the assessor.
